RFC for historical search #10160

Description of changes:

include high level description of new flow
available to staff
staff identifies they are completing historical search first

Historical Search

User story

As a staff user I want to complete a search against all registrations regardless of discharge or expiry date And view/print the search results

Acceptance Criteria

GIVEN I am BC Registries Staff WHEN I perform a historical search against all registrations on behalf of myself THEN I am able to perform the search for no fee

@Kaineatthelab @thorwolpert it sounds like there is a resource for data lake coming in. Do we need that resource in place, and further information on the data lake to proceed with this task or can we include this soon?

Discussed approach internally today. I've drafted a Google Doc and will work with the team to fill in our desired approach so we can seek legal opinion.

To be completed once reg/leg ticket #3156 is completed. This ticket will inform whether expired or discharged PPR data is still viewed as business record, or whether that becomes personal or private information.
