Define Ops process once key request is received #10391

Meeting with POs, BAs, Ops, devs, etc on Tuesday, Dec 7 to define backend process. Need to define, among others: what to do with signed Terms of Use, how to address PAD issues, etc.

I am assigning myself to keep track and coordinate the work. Process will also be defined in impact assessment.
