Update PPR Info Center with "Key differences between BCOL PPR and BCROS PPR" - due Jan 13 #10655

Fareen, could you please use the doc you worked on re: Key Differences between the old and new PPR and update the PPR Staff Info Center section with that info?

I've updated the Key Differences doc and separated the info into sections. You can use that same format unless you want to try something new using the Google Site tools. Up to you!
