Update Name Request error message contact info #10940

SBC IT Operations Support has identified that their number is being provided through Name Requests. This should list the name and Number for BC Registries program area staff. Please update the error message.

@pwei1018 as per the email chain with IT Ops and Trish, I've created this ticket to update the Name Request error message.
