BC Registry Dashboard Error product load fails #11058

Currently a spinner displays for up to 10 seconds. If syncing account info fails or fetching the account products fail then the BC Registries Dashboard is shown with titles but no product tiles.

A error modal should display. Text to be confirmed, but can be based upon the following:
