NamexAPI: update list for "Use this name request" so it doesn't direct to OneStop #11179

Description

When a user clicks "Use this name request" for SP/GP name requests, they are redirected to OneStop. Need to change this:

[x] Registration NRs go to a draft registration filing in our app (Vysakh built this)
- [x] Feature flag
[x] Verify Change NRs don't have the option "Use this Name Request"

These changes are on NameX API.

No code updates were required for this ticket. Just verification that change NRs don't have the option "Use this Name Request" from My Business Registry dashboard(2nd checkbox item in ticket desc).

Verified in DEV with BCSC user BCREG0018 (https://dev.bcregistry.ca/business/auth/account/2596/business) with a SP and GP change of name NR.
