Connect with JERI (Ministry of Jobs, Economic Recovery and Innovation) - prev. JTT - on the new search and filings and long term plan #11348

We often engage with JTT and keep them informed of what we're doing. Most recently, they created the Business Structures Wizard tool. https://entity-selection-prod.apps.silver.devops.gov.bc.ca

I would suggest sharing our long term plan and next steps, and discuss any opportunities to work together or for them to share info with their stakeholders.

Ian A (no longer here) used to meet with them. Perhaps entities product team could coordinate with Dwayne and discuss if/any engagement is required.

We (Linda, Mags, Sienna, Dwayne and Sandy Huisman) met on Mar. 11. Sandy and Linda will be meeting with a JERI contact to inquire about any process and technical links between JERI and Business Reg. then meet 1 week later to discuss findings.

Hello There, I drafted the below email for Dwayne to send to Per, as discussed at our meeting on Friday. Dwayne, feel free to modify as you see fit, and please include us in the email when you send it out.

Hello Per,

It was great meeting you at our meeting on Mar. 18, regarding 'BC Registry Modernization Changes & Ministry of Jobs, Economic Recovery and Innovation', to discuss the possibility of any process/business impact on JERI and/or the 'Business Structures Wizard'.

As discussed, please be informed that BC Registries and Online Services launched a phased, multi-year modernization initiative to keep pace with technology and the increasing demand for online programs and services. This is to develop a streamlined service experience to access all Registry services and create a contemporary, secure and user-friendly system for stakeholders.

As part of this initiative, the OneStop Business Registry and the ability to search for sole proprietorships and general partnerships in Address Change BC, will be decommissioned and replaced with the modernized BC Registries application for provincial registration of sole proprietorships and general partnerships. Currently in OneStop, when users register their sole proprietors, general partnership and DBA’s (which are generally done through the legal community), they also have the option to register with other public sector partners. When businesses select one of these other options, they are linked to the partner site for the registration and automatically are sent back to OneStop to complete any additional registrations hey have selected or to end their session. They can also return at any time to add on a new registration. Example, many new businesses will first visit OneStop to register and perhaps get their GST number. They might return later down the road to log in through their OneStop ID number to also register with WorkSafe and CRA Source Deductions when they start hiring employees. Having said this, we know that the majority go directly to the other organizations to register.

During our discussion, we discovered that we have the following mutual stakeholders, which we also have direct relationships with:

  1. For JERI: Ministry of Labour / For BC registry: WorkSafe - New businesses may go to WorkSafe site via OneStop to register.
  2. For JERI: Ministry of Municipal Affairs / For BC registry: various local governments and municipalities - Information around a new business starting in their area is pushed through to the local government via OneStop. Securing a business license for new businesses needs to handled separately through them, and they are not ‘technically’ a registration partner.
  3. Small Business Branch (SBB) - Influencers for BC Registry, and there is no technical impact to SBB, and they only need to change any reference of OneStop to BC Registry and OnLine Services.

This new Business Registry will offer many additional benefits to small businesses, including the ability to make changes to their business information online as opposed to the current need for paper-based filings. They will also be able to provide access to other staff members or professionals (i.e. accountants, lawyers) to submit changes on their behalf. Once OneStop is decommissioned, users that require to add additional registrations with the current OneStop provincial and federal partners, will need to engage with them directly.

Hope this information helps yourself and your colleagues to determine if there is any impact to JERI directly; this does not apply to our mutual stakeholders as we have a long standing relationship with them as our OneStop partners, and well on our way in our engagement.

Followed up with Dani, Dwayne, and Linda. Dwayne mentioned that @daniwilliamson could engage with JERI as that is the group she came from. Dani, I will help you with this - they need to be updated about upcoming changes. Perhaps I could demo for them the new applications (SP/GP & maybe Search if they will use it), we can provide them supporting docs.. this email to influencers has info that can be leveraged with JERI. Let me know - we can chat quickly on how to move forward.

@daniwilliamson I removed myself from this tix. I told the team at OCM grooming just now that you are engaging both JERI and Municipal Affairs and that your work is well underway. Would you mind please updating this ticket and closing if done?

@daniwilliamson - Please recreate this ticket in the OCM repo if it's still needed.

Many of our OCM tickets contain sensitive data and so the private repo is better suited than the publicly accessible 'entity' repo. With the added bonus that it will make it easier for the team to track the ongoing work in one space. Please let me know if you have any questions or concerns about this.
