NameX is setting Society NRs as CONSUMED at the wrong time.

Good afternoon Team,

I just noticed an issue with a society name request on NR 0761646, for the name, “STO:LO XWEXWILMEXW GOVERNMENT ASSOCIATION.”

This NR was approved conditionally, with consent for the use of “STO:LO” in the name from the tribal authority, and it was consumed without consent being received. I haven’t noticed this happening before, and I’m not sure if there are other society NR’s like this as well.

Here’s a screenshot for your reference: This should not have happened, as consent is required. Can someone please look into this ASAP please?

I have CC’d the examiners so they are aware this is happening.

Steps to Reproduce

1. Request an NR in Societies OnLine
2. In NameX, set the NR as CONDITIONALLY APPROVED
3. ????
4. In NameX, see that the NR has been consumed, even thought the client has not yet provided consent (which is required to use the NR) and has not attempted to use the NR
5. After the client provides consent, the NR is still showing as already consumed
6. The client is still able to use the NR in societies online, even though nameX shows it as consumed?

Expected Behaviour

1. Request an NR in Societies OnLine
2. In NameX, set the NR as CONDITIONALLY APPROVED
3. In NameX, see that the NR is only consumed once the client 1. provides consent, and 2. completed the incorporation filing in societies online

@lmcclung @sienna-blumstengel I did some more investigation into this issue with prod data for this NR. I believe this is just name examination display issue I had mentioned at standup. I've included some more analysis in the screenshot below.

@lmcclung I'm going to implement a fix for the name examination UI to not populate the consumed by value when the NR has not been consumed yet. Please confirm you are ok with me going ahead with this. Also, can you create a societies change of name NR that is conditionally approved for me in dev for me so I can test the fix that I'm going to make?

Verified fix is working in DEV using conditionally approved change of name societies NR Linda had created for me.
