There are slight variances between what functionality BCROS & SBC staff should see

Editable for BCROS & SBC staff

Document Delivery: -Editable for BCROS & SBC staff

Certify component

Editable for BCROS & SBC staff

Staff payment component

Display only for BCROS staff

What displays in the Filed by section in the filing history will be covered in a separate ticket.

Why do we treat SBC diff, from staff? They process payments differently. SBC is currently in Prod for Names. They do not have a certified section yet. If branch name like "SBC" then we identify them.
