Legal API - display correct information in Filed by section of the filing history for SBC staff #12225

When BCROS staff view filing history

GIVEN I am logged in as BC REGISTRY staff WHEN I view the filing history THEN I will see the staff IDIR for filings completed by staff AND I will see staff IDIR for filings completed by SERVICE BC staff AND I will see the user id for filings completed by Basic and Premium account holders

When SBC staff view the filing history

GIVEN I am logged in as SERVICE BC staff WHEN I view the filing history THEN I will see the staff IDIR for filings completed by staff AND I will see staff IDIR for filings completed by SERVICE BC staff AND I will see the user id for filings completed by Basic and Premium account holders

When the public views the filing history

GIVEN I am logged in as a Basic or Premium user WHEN I view the filing history THEN I will see the BC Registry staff for filings completed by staff AND I will see SBC staff for filings completed by SERVICE BC staff AND I will see the user id for filings completed by Basic and Premium account holders

Wait until relationships team figures out how they're going to set things up for SBC staff.
