UX - Update breadcrumb and title of 'My Business Registry' to 'Staff Business Registry' #13868

Staff are able to view the 'My Business Registry' page for another account, or they can view the staff version of the page. As of today, it's ambiguous which version they're on.

Acceptance Criteria:

Update page title (see 12612)
Update breadcrumb
Enhance page header to show account and logged in user
update search dropdown to have account business dashboard, and account management
other...

@seeker25 I don't think this is fully done yet. The design is not yet completed. We wanted to incorporate the Account name under the page title, and some indication for staff of what account's dashboard they are looking at.

@PCC199 has this ticket moved over to the Design Team Space. will it still be worked on by Assets, or did it move to another team. just wanting to update JIRA OPS Ticket.

@ozamani9gh I'm not sure of the correct disposition of this ticket. It is in the design team Backlog Pipeline but I'm not sure if they are actively working it.
