As a user, I can file an annual report

Description:

This ticket is to implement the functionality for filing an annual report.

Acceptance Criteria:

Given I am logged in as a bcorp, I can file my AR
Hook up to the API and get the real current data for this entity, and display it in the UI. The real data is all static! User must check certify to submit form
Build the functionality to submit the AR filing

Definition of Ready:

[ ] All dependancies resolved
[ ] AC is defined
[ ] Estimated
[ ] Estimation is small enough to be completed in a sprint
[ ] Approved by SMEs / PO

Definition of Done:

[ ] AC is met
[ ] Unit tests created and passing
[ ] E2E tests created and passing
[ ] Code review completed
[ ] Test cases created and passing
[ ] Regression tests passing
[ ] All bugs/dependencies resolved

Works fine. Moving it to done. There are some data issues in Test although the functionality works fine.
