PAY-API / PAY-JOBS - CSO - BCOL invoices being deleted #14326

CSO is reporting some invoices are being deleted.

It's from a connection disconnect before the http request is returned.

For investigation, but setup is difficult. If reports of this issue go up we should attempt to reproduce. Also may gain insight when BCOL feedback process is in place.

Priority will depend on how CSO views this issue.
