Verify - Service BC Payment auto marks as paid

• with MHR when a Transport Permit is completed through SBC the payment should be automatically marked as paid. As per confirmation from Relationships below "They're set to billable = 'f' and they're EJV. I believe they go directly into PAID when the invoice is created and there is still a queue message dispatched."
• once implemented a test is required. As noted by the team, TEST is not a true test of the system function. The way to confidently verify would be to monitor a PROD transaction to ensure it completes successfully (note we could check with SBC if there is a way to plan this but because the trigger for their filings is a client going into a field office it's really tricky to know which office will receive a request first / plan PROD verification).

@LizGovier Scott mentioned you were doing the check list to look through the flow for Service BC Staff to determine if additional work is needed for them to be able to use the search. If any dashboard related work is required can you advise? I suspect we won't have anything since the dashboard should have the same customizations which were made for PPR (and presumably don't need to be redone for MHR).

I reviewed PPR access as a baseline

• No restrictions on which documents can be viewed by SBC (anything they add to the table, regardless of Registering Party) can be viewed
• Functions available should be completed based upon user type, once implemented. As per Zenhub #10058 Service BC has the same level of access as MH Online General User role which includes 'Request Transport Permit' and 'Search for MH'

To verify that the ability to view all documents, like PPR, makes sense before determining if any work is required.

@JohnamLane @seeker25 on the Service BC account, when we add transactions for MHR will they process automatically like PPR (Service BC PPR transactions do not hit payment and the invoice is automatically marked as paid) or does additional work need to be done for each transaction we add?
