MHR Registration Form #14445

Significant changes are required to ensure the ordering of the form aligns with the MHR UI, and to ensure that all necessary data is captured.

Form requirements pending further work from OCM, Fareen.

@mstanton1 @fareenr - we have a forms designer in place. Please let me know if there is PDF forms work on the horizon.

@daniwilliamson we will have a slow trickle with our forms needs. Our release plan will be to get functions to staff and then expand them to all users. We will likely want to align new forms with functions being released as a whole and use the time between the staff launch and public launch to dig into the form needs.

Next PI we will focus on user flows, registration and transfer so I anticipate during that PI (starting Apr 4th) we would update 1) REG730 Bill of Sale 2) REG727 Initial Registration 3) REG728 Notice to Transfer or Change ownership
