How to inform user that business cannot be used for restoration?

[ ] Display message informing the user the corporation mentioned in the NR cannot be restored

Executive decision:

Validation of the corporation to be restored in the Names application is deemed out-of-scope for MVP for COLIN Modernization Phase I.
This ticket will be linked to a newly created States Validation epic, for further work on it.
Nothing for the SRE team to do on this ticket at the moment. @davemck513 @severinbeauvais @jdyck-fw @pwei1018 @ozamani9gh
