NameX API - Validation of business number for Restoration NR #14802

The NR functionality is going to ask for the number of the entity to be restored - mandatory. That entity cannot be restored if:

The namex call to validate the business number needs to check the above and provide a response to the UI so that the UI can display an appropriate error message (per UI design, #14801).

:warning: @pwei1018 @ozamani9gh @Mihai-QuickSilverDev At the moment, the Entity team has not figured out everything around state, etc. In fact, this validation may be deferred for a sprint or more. Therefore THIS ticket cannot be worked on until later.

Executive decision:

  1. Validation of the corporation to be restored in the Names application is deemed out-of-scope for MVP for COLIN Modernization Phase I.
  2. This ticket will be linked to a newly created States Validation epic, for further work on it.
  3. Nothing for the SRE team to do on this ticket at the moment. @davemck513 @severinbeauvais @jdyck-fw @pwei1018 @ozamani9gh
