I want to be notified when a GOVM or GOVN account adds a product to their existing account
so that I can know I should double-check the fee configuration for the product
Acceptance Criteria
Scenario 1: GOVM or GOVN Account adds a new product
GIVEN ... An account is either GOVM or GOVN type
WHEN ... the account adds a product that does not require BCOL Admin approval
THEN ... BCOL Admin should be notified that the account has added the new product and that they should review the fees
AND ... in the notification, there should either be an option to go to the account in question's account info->products page or allow BCOL Admin to set the fees from the notification
