Notifications for BCOL Admin on New Product Add by GOVM/GOVN

• As BCOL Admin
• I want to be notified when a GOVM or GOVN account adds a product to their existing account
• so that I can know I should double-check the fee configuration for the product

Acceptance Criteria

Scenario 1: GOVM or GOVN Account adds a new product

• GIVEN ... An account is either GOVM or GOVN type
• WHEN ... the account adds a product that does not require BCOL Admin approval
• THEN ... BCOL Admin should be notified that the account has added the new product and that they should review the fees
• AND ... in the notification, there should either be an option to go to the account in question's account info->products page or allow BCOL Admin to set the fees from the notification
