PAY-API / PAY-JOBS - Implement GST for Payment Method - PAD

This task to add line items and disbursement to a particular GL for GST.

Unknown:

• [ ] Are all products subject to GST?
• [ ] Do all partners (e.g. crown corps) need us to handle their GST?
• [ ] Should refunds include any rolling back of remittances.

Note that this task includes both payments and refunds.

Assumptions:

1. Fee schedules are in place that show GST
2. If GST rate changes, it will apply only to new invoices created after the fee codes have been updated
3. SBC Finance will manually adjust any outstanding GST amounts that accumulated prior to this implementation

Tasks:

1. Generate the additional line items per invoice, then populate the invoice
2. Configuration needed per partner app to know where to send the GST
3. Periodic job needed to remit GST in a similar manner to revenue disbursements today
4. Refund process needs to consider GST and also know the status of remittance
