Test Data - enhance sandbox and account management to enable smooth self-serve testing by external partners

The sandbox will be out public-facing environment where testing and exploration can take place. Once this environment is completely set up, pressure on the existing Test env will reduce and this will ensure we have cleaner data for our own testing.

Draft list of use cases:

• UI (which apps? partner apps?)
• prod-like environment for training (features and data in place and stable)
• prod-like environment for demos (features and data in place and stable)
• prod-like environment for reproducing errors (features and data in place and stable)
• Payment statuses/types
• Regression sets of all business data (e.g. NR states, Businesses states, complete/incomplete data)
• Environment-specific lenience on validation? (UI/API)
• BCeID or affiliation testing
• CRA BN integration
• MRAS integration
• end-to-end business lifecycle testing

I've had Andriy add in the LaunchDarkly environment for Sandbox for PAY. These might not exist for other projects and will need to be created.

There is also no passwords managed in 1pass, they're all manually updated.

There is also no pipelines to deploy sandbox, which is a manual process.

Result today: Seems way too large to have all UIs/Services running in the sandbox. Can another approach be considered?
