"Filed and Paid" is incorrect #15247

@argush3 BC1394990 "Filed and Paid" is "Registries Staff" in BCROS. Possibly this came from filing_user.role_typ_cd=anon in CPRD. COLIN shows "Filed By: Cory Naka" coming from the submitting_party table.
