BA - Support international characters esp. for Localized BO Name

Update: Decision has been made to add a field for localized name to the beneficial owner data object.

What do we do for beneficial owners from other countries?

Given the recent decisions in BC to support indigenous names, and for other communities using languages other than english, we would like to be able to handle international character sets.

However, there are potential issues around compatibility of data sharing with partners who do not support such character sets. Confer with Kaine on this first.

Also determine which char set(s) we would like to support. What does the BODS format specify?

Ask Kaine: UK collects a localized beneficial ownership name (ie. Gaelic/Welsh, etc.) and an anglicized name. And have a built-in mapping functionality to anglicize the localized name. Could we do something similar for beneficial owner names only. This will help inform dev decisions.

@steveburtch @thorwolpert Removing On Hold label. Spoke with Kaine and we've agreed that adding a separate field for the localized name is a good idea - MVP is for beneficial owners only. Can expand to the rest of the registries at a later date.

Unclear specific BA activities to complete. This requires revisiting.

Currently we intend to require legal name, preferred name and an indigenous/cultural name. This supports those who are currently unable to use their traditional name legally while also ensuring better search capability in cases where a person goes by a preferred name. Corporations are working on completing party and providing the option for preferred name. Open ownership standards for names were pulled and are as follows:

fullNamestring The full name contains the complete name of a person as one string.

familyNamestring A family name is usually shared by members of a family. This attribute also carries prefixes or suffixes which are part of the Family Name, e.g. 'de Boer', 'van de Putte', 'von und zu Orlow'. Multiple family names, such as are commonly found in Hispanic countries, are recorded in the single Family Name field so that, for example, Miguel de Cervantes Saavedra's Family Name would be recorded as 'Cervantes Saavedra.'

givenNamestring A given name, or multiple given names, are the denominator(s) that identify an individual within a family. These are given to a person by his or her parents at birth or may be legally recognised as 'given names' through a formal process. All given names are ordered in one field so that, for example, the given name for Johann Sebastian Bach is 'Johann Sebastian'.

patronymicNamestring Patronymic names are important in some countries. Iceland does not have a concept of family name in the way that many other European countries do, for example. In Bulgaria and Russia, patronymic names are in every day usage, for example, the 'Sergeyevich' in 'Mikhail Sergeyevich Gorbachev'.
