MHR CMS Updates - use a qualified supplier #16575

Users may request access as a 'qualified supplier - lawyers and notaries', 'qualified supplier - manufacturer' or 'qualified supplier - service provider'. As part of the MHR modernization we will launch the ability to request access as a 'qualified supplier - lawyers and notaries' and 'qualified supplier - manufacturer' through the the modernized application. Updates will be required to each section of text on the CMS site to accurately reflect the steps.

Note: Text can be drafted by Melissa/Louise if preferred, or we could spend time going over the changes and leave that step to OCM. This will not be required for 1-2 months.
