Verify - Clicking on "File Now(No Fee)" is prompting the Staff Fee Component.

Describe the bug in the current situation When the staff files a Continuation Out filing the fee component shows zero fees and the pay button says File Now(No fee) but the staff clicks on the button it opens the Staff payment component which is not valid in this case.

Steps to reproduce the behavior:

1. Go to 'https://test.account.bcregistry.gov.bc.ca/decide-business'
2. log in as Staff and start a Continuation Filing.
3. Now click on the File Now button
4. The staff payment component shows up even when there is a Zero Fee
