Banner for old director search (announcing NDS) #17387

To help with notifying the current users that the new director search is coming in Sep, OCM would like a banner placed at the top of the current director search page, with a hyperlink to a page hosted in CMS Lite explaining what is changing.

Text for banner: Effective Sept. 26, a new Director Search will be available in the BC Registry application. The current Director Search will be phased out by end of 2023. Learn more on how to transition.

@steveburtch @pwei1018 Judy just sent out a reminder email to DS users, announcing the Sept 26 date as go live. We can now add the banner with the learn more hyperlink. Please see tix description for text and URL link. Please let me know if you need clarification!

Looks great!! I am glad we had enough space for the message :) When I click on the test link for DS, it automatically takes me to the sign in page. Patrick, if the learn more link works and you see a letter with the BC header, this is good to be pushed to PROD. Thanks!

@pwei1018 It appears I do not have access to the test site, I am able to see this one which I believe is PROD: https://www.bcregistry.ca/directorsearch
