Data - update data migration scripts to version data according to new approach #17448

Waiting on filer to be finished before updating how existing data will be versioned for specific blocks of data.

@jdyck-fw @Mihai-QuickSilverDev @ketaki-deodhar I'm removing this ticket from this sprint as a good chunk of my time will go to helping with the release of digital business card work.

@Mihai-QuickSilverDev @ketaki-deodhar as per our discussion yesterday, I have pulled in other legal name tickets(#18198 and #17821) that I think other devs can pickup.
