Verify Post Data Migration API - Update ordering in MHR Registration table to use Date (Pacific Time) from Registration #17580

in the MHR Registration table the Date (Pacific Time) column currently reflects the effective date when a unit note is submitted but the unit note was set to be effective on a date other than the date it was filed. Staff have confirmed it makes sense to use the 'Registered' date in this field. Staff can obtain effective date information through the PDF as needed.

@mstanton1 to confirm if staff are okay with this being in place until we migrate data, or whether this needs to be addressed now. If addressed now we would need to look at DB2 and Postgres.
