Combine two or more flow for Xpros breaks the NR application. #17753

Describe the bug in the current situation When a user tries to file a Combine two or more NRs and selects an Extraprovincial company then the whole application tends to crash.

Steps to reproduce the behavior:

  1. Go to 'https://dev.bcregistry.ca/business/auth/home/decide-business'
  2. Click on 'Combine 2 or more businesses
  3. Select Extraprovincial comapanies
  4. Enter the fields and observe that the app crashes
