Emails being sent out even when the filing is in paid and pending state. #17912

Describe the bug in current situation When the user files for a Special Resolution Correction the filing is still in the Foiled and Pending state but the user receives an email.

Issue 2: The email states to have Special Resolution Correction Application Receipt But only the receipt shows up

Steps to reproduce the behavior:

  1. Go to 'https://test.business.bcregistry.gov.bc.ca/CP1002509?filing_id=392746&accountid=1999'
  2. Login with IDIR
  3. Notice that the filing is on Paid and Pending state.
  4. But th email is sent out
