[x] Trigger one email only on completion of filing.
[x] Email will contain Receipt and Confirmation Letter.

I'll create an email and attach it to this ticket this morning for UX to have a look at, I think that is the easiest way of verifying.

@leodube-aot Would the emailer work in dev env? I think some of the emails don't go out because we'd get spammed otherwise. If you were able to generate the email, can you forward it to me at yui.sotozaki@gov.bc.ca - I can UXA that copy.

@yuisotozaki The emailer should work in dev, however I am working on getting added to the allow list by SRE so I can use my email to test. I'll forward it to you when I am able to generate it.

Verified in mailhog the email content. Ready for QA!
