UI: Add section "Significant Individuals" to Business Dashboard

The workflow of the skeleton version of adding a significant individual starts at the business dashboard. A section entitled "Significant Individuals" need to be added in the right column of the page, below the Current Directors section.

• include empty version

• include version when Significant Individual exist

• Tax Residency options are Canada or ..... @Apt766525 can you confirm how non-Canadian Tax Residencies should read? Suggestions:

  • Non-Residential Individual or
  • Non-Residential Taxpayer

• hide change button for competent authority business search (other competent authority functionality hidden in #21881)

@steveburtch we're getting a bit ahead of the design here - I don't know if there will be a section on the dashboard for SI's that's a design decision TBD.

@forgeuxGH5 you are correct, this is in Entities so we will not be including it in the skeleton build for PI 19.
