Create Modernized Coop Filing OTSPE - Resolution #19112

Describe the bug in current situation DEVs have determined that Coop filing OTSPE - Resolution doesn't exist and is required to transition Coops to the Modernized application.

This ticket is related to OPS Ticket 3445 (Formerly ticket 97)

OTSPE - Resolution, wouldn't this be covered under the special resolution filing?

@seeker25 The OPS DEVs provided a list of the filings that were preventing specific Coops from migrating over to BCROS. There were 3 Coops that they were attempting to migrate in OPS Ticket 97 and they successfully completed. The 3 filings that are preventing the other Coops from migrating are the subject of the 3 bug tickets. If there are alternate Coop filings that would allow the migration to BCROS, please outline the steps for the OPS DEVs to follow.

I'd have to see the data from COLIN/COBRS see how it lines up and build a migration script (notebook?) for it, if it's possible probably best to discuss when @JohnamLane is back
