PAY-JOBS - EFT - Partner Disbursements - For Reversals (not refunded or PAID) #19725

We need modifications to this to handle the scenario where we reversed funds.. we need the disbursement job to handle that, it doesn't currently.

Disbursement job only looks at PAID, CREDITED, REFUNDED, REFUND_REQUESTED.

This will have to look at invoices possibly reset in APPROVED status etc. because we reversed the funds from the short name and need to reverse payment in the invoices.

This will have to look at invoices possibly reset in APPROVED status etc. because we reversed the funds from the short name and need to reverse payment in the invoices. This means a separate table or location to track reversed invoices from shortname.
