Keycloak -add staff and add roles for new acct #19789

[ ] For the new BCROS acct, staff will not have access to FAS.
[ ] list of staff to be provided
[ ] acct admin will be able to add/remove staff

@JohnamLane , for this ticket, we were needing input from Linda about access, then I need to confirm with Assets that we are doing this. I would like to get Ethan to work on some designs too.

@JohnamLane , I spoke to Megan and she does not want this new acct to allow staff to have access to complete filings, some staff currently can register an SP/GP if they wanted, co-op filings and various MH features.

@ethantspitt @pstemkens let's sync up a bit before this proceeds. We are not responsible for designing any new behavior in any of these screens. We are just deciding which KeyCloak roles the new account will get.

If Entities, or other partner apps are to have 'read only' access then it is up to those teams to customize things. That includes the Entities stuff that lives in Auth today - like the My Business Registry dashboard
