UI Design - Allow more than one Citizenship for Canadians

Currently "Citizenship / Permanent Residency" allows multiple citizenships to be entered, except in the case where a citizenship is Canadian. Directions state "If this person is a Citizen or Permanent resident of Canada, listing of multiple citizenships is not required." Policy has requested we update this rule to also require other citizenships for citizens of Canada or Permanent Residents of Canada.

From Policy: Requirement of requiring “other citizenships, if any, for a citizen of Canada or permanent resident of Canada.” (In the current form, other citizenship field the country Canada is not included, so users will not be able to select Canada as citizenship along with other countries which has to be corrected.

@steveburtch FYI I've created this ticket for @J-Baese . My thought was we could wait until functional epics are created and tag it to one of those.

Note: when this design is complete and groomed we should consider implementing items in #18539 at the same time as it touches the same component. Review of the bug will be needed to determine what is applicable after the design change.
