Audit Capability #19956

As the Registrar I want the ability to audit Competent Authority Search to see the user who completed a search, what they searched and the results retrieved So I can monitor for bad actors in the BTR Competent Authority Search

Current State BTR Competent Authority Search has been built with logging to support viewing the user, what they searched and the results retrieved.

Could start tackling this earlier if we had requirements. @mstanton1 @steveburtch to create tickets for prioritization of requirements work.
