UI Design - Enable clients to specify there are no significant individuals

Requirements

Legislation states if a private company determines that there are no Significant Individuals in respect to the company, the transparency register must contain a statement setting this out
If there are no SI's the transparency register filing, the company must be able to select a statement of such, add zero SI's, and complete the filing

Policy Design Suggestions

The suggestion is to allow clients to specify "There are no individuals who are significant individuals in respect of the company"
Suggested location is on the top of the TR filing intro page close to where the date is added and the "add SI" button is located

@J-Baese this is also ready to start. I wonder if it's logical to look at this while doing the UX feedback items?
