New alert for NIGS while in limited restoration #20739

A business can be Not In Good Standing (NIGS) either due to an overdue Annual Report or while it is in Limited Restoration state. In both cases, a regular user is able to perform a limited set of actions only. Currently, the same alert (below) is displayed for both cases, but it doesn't describe the second case very well; a different notice would be nice.

Option 1: Update the current alert to also handle this (probably unusual) case.

Option 2: Create a new alert, perhaps with specific info about what a (regular) user can and cannot do while in limited restoration. This would require a small Legal API update to the warnings[] array and a small Filings UI update to display a new panel.
