STRR: Keycloak client #20991

STRR project needs a web client and an api service account for dev/test/prod

This can be similar to the BTR service account

Patrick requested we add audience that we need. Without knowing full scope of available options.. we could use BTR as a reference but I do not believe we need the Legal api. If at all helpful, right now the only services we are aware of this project will use are

Services card auth / SBC accounts / Auth api Pay api STRR api

I believe we can utilize the BTR client for local testing and are very early in dev so can will track any adjustments to use the new client in a separate ticket.

@bolyachevets Can you help to create service accounts in keycloak for STRR team? strr-web and strr-service-account.
