Coop showing NGIS warning even if a single AR of the same year is overdue. #21018

Describe the bug in the current situation When the user opens the COOP CP1002581, then on the business dashboard the company shows to be in NGIS state even if the AR of the same year is pending.

Steps to reproduce the behavior:

  1. Go to 'https://dev.business.bcregistry.gov.bc.ca/CP1002581?accountid=2079'
  2. Login with BCREGA001/98900001
  3. Search for CP1002581
  4. Observe that the business dashboard in the Filings UI says the business is not in Good Standing.

We need to revise the expected behavior with the business team
