Fix "ToDo" list in dashboard #21028

Once a BEN company has altered to a LTD, it should be frozen in BCROS and administered in COLIN. However, the dashboard still calculates the "ToDo" list and will allow the company to file their Annual Report in BCROS a year after their last Annual Report. Related to OPS #3339

[ ] The filing of Annual Reports should also be blocked for BC Ltd companies in BCROS Prod.
