[x] Identify SC Users (Account ID # 7153) - hard to do this for dev/test - For now leveraging Feature Flag
[ ] ~These accounts will also need RPPR Product Potentially~ We will be implementing a User Profile Property to drive this.
[x] Set up new registration type (specific code from API ticket)
[x] Insert option to launch from dropdown (SC Users only and FF)
[x] Create Feature Flag - ppr-sa-notice-enabled
[x] Fee Summary Updates ($0 Fee)
[x] Title, Stepper and small text changes

Feature flag ppr-sa-notice-enabled has been set to TRUE in DEV

@chdivyareddy Small comment here, i've implemented the basic framework but at the time, the only way to enable and support the start of this flow is the Feature flag: ppr-sa-notice-enabled.

As discussed in Stand Up, Doug will introduce a property on the user profile which will help to support the UI and allow us more granular control.

As is, all Staff Users will see this option to launch when the FF is enabled, future state, it will be restricted to specific Client Accounts.
