Court AND Commission Orders:

[ ] Expand notice info to Edit Order
[ ] Disable the other buttons when editing the order
[ ] Open Edit Order form below the Notice it belongs to
[ ] Character count + drag handle
[ ] Link to Remove Order in dropdown
[ ] Validations for the Edit Order form
