Auth-web: When a NR is conditionally approved then the only user action available is to Open Name Request. #21115

Describe the bug in the current situation

When a NR has been approved Conditionally then the only user action the user has is to Open the Name Request twice in the user action. (Way of Navigation work could have caused this Note: This is not specific to the Continuation In, also happens for IA and Amalgamation.

Steps to reproduce the behavior:

  1. Go to 'https://dev.account.bcregistry.gov.bc.ca/account/2079/business'
  2. Login with BCREGA001/9890001
  3. Search for NR 4912996
  4. Observe that the Open Name Request user action is available twice.
