Align with release of Continuation in.

Discussion with @OlgaPotiagalova today noted that we may need to tackle this earlier and hide with a feature flag as her team will need to test this. Logically speaking, even if we pushed this through without a feature flag unless CBEN exists as a type and is created in PROD there wouldn't be any with the open button.
