BC Reg Shareable User ID in TEST #21168

[x] obtain BCSC ID in TEST for BTR only with password that doesn't follow standard pattern - BCREG0104
[x] for user ID adjust filtering to include only modernized entity types via feature flag / config

EDIT Will apply this filtering adjustment to all users that do not have direct individual access and who aren't in the approved access list (BCREG2050, BCREG2040, BCREG0079)

@kialj876 the new ID's created for sharing scenarios are: BCREG4005 BCREG4006

I have emailed passwords to the team.

Validated, all the users (BCREG2050, BCREG2040, BCREG0079). Looks good.
