Allow Business Search for Basic Users #21328

Currently Business Search requires a Premium Account. Business search will be expanded into business and person search. Both are functions that should be available to basic accounts (credit card users). Updates are required in both the UI and back-end to enable credit card and online banking payments.

Note: Premium and Basic accounts may be merged. There would still be action from BTR to enable credit card though, so this can be done ahead of that change.

Note, there has also been discussion about implementing a true public version of BTR search which would not require an account. If this is completed we may be able to avoid this additional work. However, this would add value to other groups such as business search users who wish to obtain a single corporate summary for court purposes. To consider in conjunction with the epic for public search (#21095).
