create todo actions from LEAR endpoint
link to the code with subtypes is in the code
if any additional API call or flow is needed, create additional ticket

Note, in testing we found another state where the to-do list shows the ability to start an incorporation application. It's not clear if this is actually part of the dashboard or part of the incorporation filing. @kialj876 you had been able to look in the code in our earlier grooming. Can you tell if this is part of the dashboard easily, or should I reach out to entities?
