MHR API - Modifications to allow history views

Create new staff only API endpoint to get the complete history of a manufactured home.

[x] Update spec to add a new endpoint with updated models/schema.
[x] Implement the endpoint with unit tests.
[x] Update example Postman collection.
[x] Configure as request parameter organizing information by registration or by home locations/descriptions/owner groups/notes.

Developer Note: Add new endpoint /mhr/api/v1/registrations/history/{mhrNumber} with optional boolean request parameter registrationView to get the home history as registrations in ascending order by timestamp (most recent last): /mhr/api/v1/registrations/history/{mhrNumber}?registrationView=true
