UI - Cancel and Amend Transport Permit Fee #21478

Cancelling and Amending a transport permit should carry a $15 fee.

Aligns with fee schedule item 10 in regulations https://www.bclaws.gov.bc.ca/civix/document/id/complete/statreg/441_2003#section22
